As the Canadian government prepares to implement a new Policy on Sensitive Technology Research and Affiliations of Concern later this year, the government recently announced an initial list of more than 100 Named Research Organizations in China, Russia, and Iran that present the “highest risk to Canada’s national security.” Under the new policy, Canadian universities and research institutions will not be approved for federal research grants if they are affiliated with the listed organizations. 

Included in this list are institutions linked to military, national defense, or state security entities of countries that could pose a security risk. According to the Canadian government, the newly released list is a starting point for proper due diligence best practices, with additional compliance obligations extending to non-listed institutions.
